The bill (Reg. No. 2885) determines peculiarities of funding, material, technical, and methodological support of special educational establishments, as well as peculiarity of preparation, social guarantees and privileges for special education sphere employees.     

During the discussion of this issue at the Committee meeting on December 4, 2013, the Committee members and persons with disabilities community focused attention on the fact that in order to adhere to the Convention on the Rights of Persons with Disabilities Ukraine has set a course for introducing inclusive education for children with disabilities, i.e. including them into a general educational process, and not for ensuring special education which leads to their artificial isolation in society.
